PM’s 28 steps in 28 days an unprecedented effort: Adviser Mahdi Amin

Prime Minister Tarique Rahman’s adviser Mahdi Amin has described the government’s “28 steps in 28 days” as an unprecedented effort in governance.

In a Facebook post on Tuesday morning, he outlined a series of measures taken by the government since it assumed office.

Mahdi Amin said that as of 17 March, one month had passed since the BNP formed the government under Prime Minister Tarique Rahman following a popular mandate. He noted that within just 28 days, the Prime Minister had worked relentlessly to fulfill electoral commitments, reflecting accountability to the people.

Holding the rank of state minister, Mahdi Amin oversees the ministries of education, primary and mass education, expatriates’ welfare and overseas employment, and labour and employment.

In his post, he said the initiatives taken over the past 28 days have addressed key areas including social protection, the economy, administration, education, healthcare, security and national values.

The 28 steps taken by the Prime Minister in 28 days, as outlined in Mahdi Amin’s Facebook post, are presented below precisely:

Social Protection and Humanitarian Assistance:

1. Family Card Programme — Family cards have been distributed to 37,567 families, each providing Tk2,500 in monthly support. Implemented within just 21 days, it reflects the government’s humanitarian priority.

2. Stipends for Religious Leaders — Monthly allowances are being provided to imams and muezzins of 4,908 mosques, priests of 990 temples, heads of 144 Buddhist monasteries, and pastors of 396 churches.

3. Eid Relief and Gifts — Sarees, three-piece outfits, and hajj towels allocated for the poor and underprivileged in constituencies, alongside Eid gifts for all sanitation workers.

4. Institutional Zakat System — Initiative to introduce an institutional zakat system following discussions with religious scholars to ensure wealth reaches the poor and supports welfare activities.

Agriculture and Rural Economy:

5. Farmer Card and Loan Waivers — Programme launched with nearly 27,000 farmers receiving cards; loans of up to Tk10,000 waived for around 1.2 million small and marginal farmers to support renewed cultivation.

6. Nationwide Canal Excavation — Excavation of 20,000 km of canals and water bodies has begun in 54 districts, expected to improve irrigation, reduce waterlogging, and boost employment.

Administrative Reform and Good Governance:

7. Office Schedule and Discipline — The Prime Minister is working on Saturdays; officials are required to be present by 9:00am.

8. Reduction of VVIP Protocols — Simplified movement of the Prime Minister has improved traffic conditions and encouraged public compliance with traffic rules.

9. Limited Airport Formalities — Only a senior minister, chief whip, cabinet secretary, and principal secretary will be present at airport receptions.

10. Withdrawal of MPs’ Privileges — Decision not to accept duty-free cars and government plots, aimed at reducing public expenditure and increasing public trust.

Economy and Market Stability:

11. Market Monitoring and Energy Stability — Measures to prevent price hikes during Ramadan and Eid; spot LNG purchases to ensure uninterrupted power supply amid global energy volatility.

12. Ease of Foreign Investment — Removal of the requirement for central bank prior approval for repatriation of foreign investment up to Tk100 crore.

13. Ensuring Workers’ Wages and Bonuses — Timely payment of arrears and Eid bonuses for industrial workers; Tk2,500 crore allocated for export-oriented industries.

14. Revival of Closed Industries — Gradual reopening of state-owned sick and closed factories to increase employment.

15. Local Investment and Job Creation — Initiatives to boost investment in economic zones, EPZs, BSCIC areas and high-tech parks, with coordination involving universities.

Education and Human Resource Development:

16. Abolition of Re-admission Fees and Lottery System — Re-admission fees scrapped; modern admission systems introduced in place of lotteries.

17. Support for Higher Education Abroad — Bank guarantees of up to Tk 1 million without collateral.

18. Recruitment of Religious Teachers — Initiative to appoint 9,000 teachers.

19. Sports Development — Recruitment of sports teachers at upazila level and opening of fields of educational institution for public use.

Health and Public Welfare:

20. E-Health Card Introduction — Initiative to expand healthcare access; recruitment of 100,000 health workers, 80% of whom are women.

21. Anti-Dengue Campaign — Weekly nationwide cleanliness drives.

Law and Order and Security:

22. Action Against Extortion — Strict measures by law enforcement agencies.

23. Women’s Safety — Introduction of “pink buses” and initiatives to prevent cyberbullying.

State Discipline and Values:

24. Limiting State Iftar Events — Measures to save electricity and prevent wastage.

25. Eviction of Illegal Structures — Drives conducted at Sugandha Beach in Cox’s Bazar.

26. Martyrs’ Armed Forces Day — 25 February declared a national day.

27. Third Terminal at HSIA — Steps taken to launch the third terminal at Hazrat Shahjalal International Airport.

28. Free Internet Services — Directive to introduce free Wi-Fi at Dhaka, Chattogram and Sylhet airports, and on moving trains.

Mahdi Amin said the steps reflected the Prime Minister’s strong leadership, tireless efforts and commitment to public welfare.

He concluded with the slogan: “Together we will work, build the nation—Bangladesh first.”
