Central bank finds efficiency gaps in one-fifth units

Bangladesh Bank has introduced a monthly performance review system after finding that nearly one-fifth of its departments and branch offices had significant efficiency gaps in complying with official service delivery timelines.

The decision was taken at the inaugural performance review meeting chaired by governor Md Mostaqur Rahman on Sunday, according to Bangladesh Bank.

 

Deputy governors and executive directors attended the meeting.

The central bank reviewed the performance of 90 departments and branch offices under the Bangladesh Bank Service Standard framework, which sets mandatory timelines for processing files, resolving cases and delivering services.

The review found that 41 units, or 45.56 per cent, achieved full compliance with the service standards, while 32 units, or 35.56 per cent, maintained around 90 per cent compliance.

However, 17 offices, nearly one-fifth of the total evaluated units, showed noticeable efficiency weaknesses.

Of them, 11 units recorded compliance rates between 80 and 89 per cent, while six offices remained in the 67 to 79 per cent range.

Overall, more than 81 per cent of the units maintained high compliance levels, but the central bank viewed the weaker performance of the remaining offices as a concern requiring immediate corrective measures.

Bangladesh Bank officials said delays in processing regulatory approvals, official communications and operational decisions could affect overall efficiency, coordination and public service delivery within the financial sector.

The governor directed that the reviews would now be conducted every month under his direct supervision to ensure continuous monitoring and faster corrective action.

He instructed all departments and branch offices to strictly follow the service standard guidelines and complete all official procedures within the prescribed timeframe, saying that 100 per cent compliance should be treated as the institutional benchmark.

At the same time, he assured support for units facing operational and procedural difficulties in meeting the targets.

The central bank said the combined approach of stricter accountability and institutional support was expected to improve efficiency, transparency and service quality across its operations.
